LBPD Vigilant Solutions ALPR Datasharing Aug. 2020
As of August 2020, the LBPD had added ICE to its list of data sharing partners. This was done by a contract employee from SRA Int'l/General Dynamics who had the department put in charge of its ALPR program.

As of January 2020, the LBPD was not sharing data with ICE. Not directly anyway, they were sharing with Customs and Border Patrol and Homeland Security Investigations (a division of ICE).
Vigilant Solutions 2019 ALPR License Plate Scans
In 2019, the LBPD scanned over 24 million plates—67,684 per day or a plate every 1.27 seconds. Only .07% were "hits", meaning 99.93% of the data collected is on law-abiding drivers.

The LBPD used two private FR databases Clearview AI and Vigilant Solutions' FaceSearch. These are the logs of FaceSearch, which was used as a free trial from April 2018 to Sept 2020—with use only was curtailed after CheckLBPD.org began asking questions.

SRA got Sole Source Authorization, meaning the government bought their argument that no one else can do what they can do. I'm sure any company could have displayed SRA's level of incompetence—violating California Law in two ways in their management of the LBPD'S ALPRs database.
City Email Discussing whether City Council Approval was needed
Something really strange is going on with the City's approval of the SRA deal. It got approved without City Council approval on the condition spending stay under $500,000 per year, but then the database of LBPD Vendor Spending I created shows over $600,000 in billing for 2019.
